Using apt

Ok, i'm a newbie with apt-get, but the more I use it the more I like it.

I'm a bit confused at the messages it's displaying. So, I do the following:

> # apt-get upgrade
> Processing File Dependencies... Done
> Reading Package Lists... Done
> Building Dependency Tree... Done
> The following packages have been kept back
> libogg libogg-devel libvorbis libvorbis-devel licq vorbis-tools
> 0 packages upgraded, 0 newly installed, 0 to remove(replace) and 6 not
> upgraded.

OK, I'm guessing I need to install these, right? Whatever "kept back" means.
Just checked, the man page doesn't mention what that means.

So, I'll try an easy one first, licq, because the others look related and
probably have to go in all at once.

> # apt-get install licq
> Processing File Dependencies... Done
> Reading Package Lists... Done
> Building Dependency Tree... Done
> The following packages will be REMOVED:
> licq-gnome licq-kde licq-qt licq-text
> The following packages will be upgraded
> licq
> 1 packages upgraded, 0 newly installed, 4 to remove(replace) and 5 not
> upgraded.
> Need to get 1670kB of archives. After unpacking 1892kB will be freed.
> Do you want to continue? [Y/n] n
> Aborted.

Whoa! What's this about "REMOVED"?

Does this mean that there's a new version of licq, but these dependent
packages (licq-gnome licq-kde licq-qt licq-text) haven't been?

If I answer "Y", do I need to manually re-install (apt-get install, of course)
each of the above packages since they were "removed" by the upgrade?

Can someone more familiar with apt-get comment on what's going on?
