Under normal circumstances, I'd say do something like this:

    192.168.1.1	REJECT
    192.168.1	RELAY

That's Bad.  It sounds like you need to fix things so that outside
addresses look like outside addresses then.  (That is, assuming I'm
understanding your problem...)
