RHEL SCAP beta config doc

The government is working on enumerated security information in order to 
promote automated secure system configuration/testing/compliance/etc.

The SCAP (S Cap) program covers much of this work.

Most of the security work so far has been within the Windows world 
(ugliest goes first I suppose :P), but there are some draft docs from 
the IRS on baseline configuration of other *nix products.
