OpenSSH for Windows works well but it does not play nice with Cygwin  
because it uses the Cygwin libraries, but then again if you have  
Cygwin installed already then you could use scp, etc. already.   
OpenSSH is hosted on SF: http://sshwindows.sourceforge.net/ and can  
install the server as well as the client.

I use it in place of a FTP server on my relatives computers.
