No, although FC1 is going to be much closer to RHEL3 than FC2/3.

That said, your friend might want to consider developing on WBEL
(http://www.whiteboxlinux.org/), CentOS (http://www.centos.org/), or
one of the other RHEL rebuilds, just to be safe.
