Take a look at the CheckInstall package at http://checkinstall.izto.org/

Basically if you can get your package to the point of where you type
"make install", then checkinstall will ask you a few questions and build
the all-important .SPEC file. This file is the key to RPM construction.

I don't know of any "specfile wizards" nor have put together a project
from scratch that uses autoconfigure, automake, or autoconf, but I think the 
world of the guys that do, since it looks about as much fun and ease of 
sendmail.cf mastery to me.
