Mailman

Has anyone used "mailman".  I'm trying to play with it -- no real purpose
in mind, just wanting to learn it.

Anyway, I haven't figured out what the (&^(&^ I have to do to use it. 
I've tried the stuff in the documentation with no luck.  My main problem
is that when I hit the web site that's supposed to be there -- something
like localhost/mailman, I don't remember exactly -- it isn't.
