It was asked for a bare minimum RH install, not a minimum *Linux* install.

For that, you should look at Bering:
Jacques Nilo and Eric Wolzak have a LEAF (http://leaf.sourceforge.net) 
distribution called Bering that features Shorewall-1.3.3 and Kernel-2.4.18. 
You can find their work at:  http://leaf.sourceforge.net/devel/jnilo

LEAF has a design goal of producing a small footprint (i.e. floppy based) 
distribution, mainly intended for routers, firewalls, and other embedded 
devices with minimal storage requirements.
