Since they are a *monopoly* in your area, at the choosing of your local
government, draft a letter documenting the technician's name, the date he
told you this, and describe the poor quality of this service that Charter
is providing you.

Call the company and file a complaint with their customer service center.
Document their response. Also ask for the names of the VP for internet 
services and the CEO and COO. Add any other divisions you think might help.

Then send your letter with both "we don't care" responses to your local
government body in charge of monitoring Charter's license for their
monopoly. I'd bet odds they bragged about how good that Internet
service was going to be if they picked Charter for your cable monopoly.
Let them know that you voted last election, and that you would like to
know if they can do anything to help convince Charter to improve its
a) news service, and b) customer service.

You might also send it to your local state reps.

You might have to explain what news service is, and why it is important.
i.e. you have a high-tech IT job, and to remain current and educated in
your field, you *rely* on the information in sci.bio.microbiology or
comp.database or comp.unix.admin. List specific valuable newsgroups
that provide value to your job and or business. Avoid alt.warez and such.
Indicate that by Charter not providing this quality service, that this 
impacts your bottom line.

Also send it to the above VPs and CxOs, primarily addressing it to your
local government, and noting that you are CC'ing the VPs and CxOs.

Ask for a specific response - a letter explaining what they can and
can't do for you, or if there is some other place you should send your
letter. Then follow up - send another copy to those folks.

It's a slow process, but the government, once moving, doesn't stop.
It will help your case with your politicians if you either have other
IT taxpaying, voting, professionals in your districts send similar
letters. Handwritten letters to politicians get the most attention.

It helps if the cable contract is coming up soon. :)
